Background and history

The C P de Leeuw Group of quantity surveyors and property valuers was founded in 1958 by Dr C. P. de Leeuw. Under his visionary leadership, the Group grew to rank among the twenty largest quantity surveying practices worldwide.

In 2000, Dr Corné de Leeuw joined forces with his son, Gerhard, to establish DelQS in Johannesburg. This new chapter combined decades of experience and an exceptional track record with fresh energy and cutting-edge technological expertise.

Dr De Leeuw passed away in early 2019, leaving behind a legacy of over 65 years of dedicated service to the building industry. He was a pioneer and respected leader in the field of quantity surveying, whose commitment and contributions continue to influence the industry today.

DelQS remains committed to honouring his legacy. The values and principles he instilled in those around him have laid a solid foundation for the company-enabling it to deliver services grounded in first principles and guided by the example he set. Today, DelQS is well-equipped to manage projects of any scale while maintaining its hallmark strength: personalised, client-focused service.

He has a BSc(QS), obtained a Masters in Land and Property Management (MLPM) in 2005 and obtained a PhD(QS) in 2014 for his thesis titled "Procurement Guidelines for Project Success in Cost Planning of Construction Projects"

     

    He is registered as a professional quantity surveyor (PrQS) with the South African Council for the Quantity Surveying Profession (SACQSP) and is also a member of the Association of South African Quantity Surveyors (ASAQS) and of the Royal Institution of Chartered Surveyors (RICS)

     

    Stephan is a past president of the Association of South African Quantity Surveyors and was chairperson of the Fees Committee.

     

    He is currently also a Senior Lecturer for the Department of Construction Management and Quantity Surveying for the University of Johannesburg. He has presented several papers at local and international conferences and his work has also been published in several international publications

     

    Stephan has a broad range of knowledge in the quantity surveying field and has been involved in a broad spectrum of government and commercial work over the years

    He obtained a BSc (Quantity Surveying) degree from the University of Pretoria in 1998. He has also completed all sixteen modules of the MSc Project Management programme at the same university, with only the treatise outstanding.

     

    Gerhard is a registered Professional Quantity Surveyor (PrQS) with the South African Council for the Quantity Surveying Profession (SACQSP). He is a member of the Association of South African Quantity Surveyors (ASAQS) and the Royal Institution of Chartered Surveyors (RICS). He currently serves on the Executive Committee of the Africa Association of Quantity Surveyors (AAQS).

     

    Additionally, he serves on the Board of Directors of the Joint Building Contracts Committee (JBCC) as a representative of the ASAQS, and on the Professional Consultants Services Agreement Committee (PROCSA) as a representative of the AAQS.

     

    Gerhard has specialist knowledge in building and property economics, including financial viability analysis, as well as in contractual and legal matters related to building construction, procurement of building contracts, and cost control. He also has significant expertise in property development projects across Africa.
